History

The Jamul Indian Village (JIV) entered into a partnership with Penn National Gaming to build a Hollywood-branded casino on 6 acres of tribal land in San Diego County. The casino site is located on state Route 94 about 20 miles east of downtown San Diego. Construction on the $430 million, three-story casino began in January 2015.

After the tribe signed a gaming compact with the state in 1999, there were 15 years of legal hurdles to gain approval. In August 2016 the Jamul Indian Village signed a 30-year gaming compact with the State of California.

On March 1, 2018 the Jamul Indian Village announced it would self-manage the casino and end its partnership with Penn National Gaming. As a result the casino name was changed to Jamul Casino.

Jamul Casino rebrands and ends Penn National Gaming partnership

The Hollywood Casino Jamul will be undergoing new management and new branding starting on Tuesday.

The announcement was made recently that Penn National Gaming will be leaving the partnership in the casino. The Jamul Indian Village Development Corporation (JIVDC) will be taking over the management.

JIVDC is owned completely by the Jamul Indian Village. It is part of the Kumeyaay Nation and is federally recognized.

In March the change had started to take place when JIVDC began making the transition in casino operations and management.

Rebranding has also begun. The casino will now be known as Jamul Casino. It is located on tribal land in east San Diego County. Downtown San Diego is 20 minutes away.

Members of the Marquee Rewards program will have their previous benefits moved to the new loyalty program for the casino. It is known as Sweetwater Rewards. This includes their current tier status and comps that have been earned. There will also be new benefits added to the program for members.

The goal of the transition has been to make the change over as smooth as possible. None of the employees have been laid off. There is even growth now to support the additional hiring of staff. Currently the casino supports nearly 1,000 people in the area for work.

Revenue earned from the casino goes to programs to support the tribal members. This includes housing, education, and healthcare.

The Jamul Casino offers 70 table games and 1,700 slot machines. There are also 7 restaurants.

Jamul Indian Village Development Corporation Announces Management Transition for Hollywood Casino-Jamul San Diego

JAMUL, CALIFORNIA (March 1, 2018)- The Jamul Indian Village Development Corporation ('JIVDC'), a wholly owned entity of Jamul Indian Village ('JIV'), today announced plans for an orderly transition of the management of Hollywood Casino-Jamul San Diego from Penn National Gaming (NASDAQ: PENN) ('Penn National') to JIVDC.

The $460 million Hollywood Casino Jamul-San Diego, which was developed by a Penn National subsidiary on behalf of JIV on its tribal lands approximately 20 miles east of downtown San Diego, has been managed and operated by a Penn National subsidiary since its opening on October 10, 2016.

JIVDC stated that the termination of the casino's current management company agreement with Penn National is a natural next step toward economic self-sufficiency for JIV. 'Our announcement today represents an important step toward our long-held goal to manage our own casino,' said JIVDC Chairwoman Erica Pinto. 'We are grateful to Penn National for all their hard work and leadership in bringing what was a very challenging development project to fruition.'

As part of the transition plan, the casino will be rebranded as 'Jamul Casino.' The casino's current executive management team will stay in place during the switch to Jamul Casino. In addition, JIVDC has retained a highly qualified transition team to assist with the details of rebranding and transferring management.

'Most tribes in the Kumeyaay Nation self-manage their casino properties, and JIV is no different in that regard,' said transition team leader David Patent, a former corporate vice president at Caesars Entertainment and current CEO of Patent Enterprises gaming consultancy. 'JIVDC is fortunate to have a highly qualified, seasoned executive management team already in place, which will remain after the transition. Additionally, the transition team guiding JIVDC brings over 70 years of combined experience in casino development, operations and marketing.' During the transition, there will be no changes to the Marquee Rewards program. After the transition, members will retain all of their earned comps and tier status, and comparable or better benefits, in a rebranded loyalty program for the new Jamul Casino.

JIVDC also expects no changes to employee roles or staffing structure during the transition. 'Current Hollywood Casino employees are part of the JIV family, and will simply be employees of Jamul Casino once the change in management is complete,' said Chairwoman Pinto. 'We don't anticipate any reductions in employee head counts or staff restructuring as part of this transition.'

As manager of the casino, JIVDC plans to maintain its support for and involvement in projects that improve the lives of its neighbors and other tribes. Past donations to the Jamul community, made possible by casino revenue, include over $5 million to state and county authorities for road improvements, $2.5 million in annual payments to the San Diego County Fire Authority, together with two state-of-the-art fire trucks, and $100,000 to the California Department of Fish and Wildlife.

According to the United States Census Bureau Jamul is located at 32°43′36″N116°52′56″W / 32.726557°N 116.882336°W.[3]

According to the United States Census Bureau, the Jamul census-designated place (CDP) has a total area of 16.8 square miles (44 km2). 16.6 square miles (43 km2) of it is land and 0.3 square miles (0.78 km2) of it (1.49%) is water.

2010[edit]

The 2010 United States Census[5] reported that Jamul had a population of 6,163. The population density was 366.1 people per square mile (141.4/km²). The racial makeup of Jamul was 5,300 (86.0%) White, 127 (2.1%) African American, 28 (0.5%) Native American, 146 (2.4%) Asian, 10 (0.2%) Pacific Islander, 294 (4.8%) from other races, and 258 (4.2%) from two or more races. Hispanic or Latino of any race were 1,188 persons (19.3%).

The Census reported that 6,105 people (99.1% of the population) lived in households, 18 (0.3%) lived in non-institutionalized group quarters, and 40 (0.6%) were institutionalized.

There were 1,906 households, out of which 727 (38.1%) had children under the age of 18 living in them, 1,409 (73.9%) were opposite-sex married couples living together, 136 (7.1%) had a female householder with no husband present, 101 (5.3%) had a male householder with no wife present. There were 68 (3.6%) unmarried opposite-sex partnerships, and 28 (1.5%) same-sex married couples or partnerships. 187 households (9.8%) were made up of individuals and 84 (4.4%) had someone living alone who was 65 years of age or older. The average household size was 3.20. There were 1,646 families (86.4% of all households); the average family size was 3.38.

The population was spread out with 1,396 people (22.7%) under the age of 18, 585 people (9.5%) aged 18 to 24, 1,161 people (18.8%) aged 25 to 44, 2,198 people (35.7%) aged 45 to 64, and 823 people (13.4%) who were 65 years of age or older. The median age was 44.4 years. For every 100 females, there were 101.0 males. For every 100 females age 18 and over, there were 99.1 males.

There were 1,974 housing units at an average density of 117.3 per square mile (45.3/km²), of which 1,692 (88.8%) were owner-occupied, and 214 (11.2%) were occupied by renters. The homeowner vacancy rate was 0.9%; the rental vacancy rate was 2.7%. 5,404 people (87.7% of the population) lived in owner-occupied housing units and 701 people (11.4%) lived in rental housing units.

2000[edit]

As of the census[6] of 2000, there were 5,920 people, 1,762 households, and 1,541 families residing in the CDP. The population density was 359.9 inhabitants per square mile (138.9/km²). There were 1,789 housing units at an average density of 108.8 per square mile (42.0/km²). The racial makeup of the CDP was 86.37% White, 2.13% African American, 0.39% Native American, 3.07% Asian, 0.24% Pacific Islander, 3.63% from other races, and 4.17% from two or more races. Hispanic or Latino of any race were 13.77% of the population.

There were 1,762 households out of which 44.3% had children under the age of 18 living with them, 77.7% were married couples living together, 6.0% had a female householder with no husband present, and 12.5% were non-families. 8.5% of all households were made up of individuals and 3.5% had someone living alone who was 65 years of age or older. The average household size was 3.30 and the average family size was 3.48.

In the CDP, the population was spread out with 29.7% under the age of 18, 7.2% from 18 to 24, 25.7% from 25 to 44, 28.4% from 45 to 64, and 9.0% who were 65 years of age or older. The median age was 39 years. For every 100 females, there were 101.2 males. For every 100 females age 18 and over, there were 98.7 males.

The median income for a household in the CDP was $87,309, and the median income for a family was $89,550. Males had a median income of $60,808 versus $40,568 for females. The per capita income for the CDP was $32,450. About 5.0% of families and 8.9% of the population were below the poverty line, including 10.6% of those under age 18 and 7.5% of those age 65 or over.

Casino Controversy[edit]

In 1999, the Tipai Band of Kumeyaay Indians, with 64 members living on 6 acres (24,000 m2) of sovereign land in the Jamul area designated the 'Jamul Indian Village,' announced their intent to develop a new hotel and casino.

There was some opposition. The chief concern was the increased traffic on the main road through the town, Highway 94. The location was such that all the traffic to and from the proposed casino would likely pass through the middle of the town.

In spite of the opposition, the tribe went ahead with the casino. Penn National Gaming became the developer, lender and manager of a $400 million Hollywood Casino in collaboration with the Jamul Indian Village. Hollywood Casino Jamul-San Diego opened on October 10, 2016. The casino included a three-story gaming and entertainment facility of approximately 200,000 square feet, featuring over 1,700 slot machines, 40 live table games, multiple restaurants, bars and lounges and an enclosed below-grade parking structure with approximately 1,800 spaces.[7]

In the California State Senate, Jamul is located in California's 40th State Senate district, represented by Democrat Ben Hueso of San Diego.In the California State Assembly, Jamul is in the 71st Assembly District, represented by RepublicanRandy Voepel.[8]

In the United States House of Representatives, Jamul is in California's 50th congressional district, represented by RepublicanDuncan D. Hunter[9] and California's 51st congressional district, represented by DemocratJuan Vargas.
