The Northwest has welcomed legalized sports betting, courtesy of Oregon.
While the mass majority of the other states in the US had to propose, deliberate and pass legislation legalizing the industry, Oregon did not. In fact, the Beaver State was one of four states (alongside Nevada, Delaware and Montana) that were exempt from the Professional and Amateur Sports Protection Act (PASPA) of 1992.
Oregon’s parlay-style game Sports Action ran from 1989 to 2007 but dissolved after the NCAA threatened to withhold staging championship events in the state. Following the repeal of PASPA, and as states on the East Coast eagerly integrated legalized sports betting, the Oregon Lottery elected to bring regulated wagering back to Oregon.
Chinook Winds Casino Resort, a tribal-owned casino on the Oregon Coast, opened the state’s first retail sportsbook in August 2019. It beat the lottery to the punch as the first sports betting operator in Oregon. The Oregon Lottery-backed app, dubbed Scoreboard, became the region’s first online sportsbook when it launched Oct. 16, 2019.
Oregon online sports betting: open for business
In early 2019, a spokesman with the Oregon Lottery detailed how the organization aimed at unveiling the organization’s betting app by opening week of the NFL season. Just a few weeks later, the lottery selected SBTech as its sports betting provider to power the Scoreboard app.
The lottery’s timeline certainly appeared realistic. Yet opening kickoff came to pass, and the app remained on the sideline. The Oregon Lottery delayed launching the state’s sole mobile wagering option.
That cautiousness stemmed from its attempt at ensuring the app — available for iOS, Android and desktop — contained a few hiccups.
By mid-October, the app hit the market, bringing online the lone mobile sportsbook in Oregon and the first on the West Coast.
Scoreboard app: how it works and how to download
The Oregon Lottery has remained adamant that its online sportsbook will revolve around professional sports only. Its lines, for the time being, do not include NCAA sports.
Additionally, aside from requiring users to be at least 21 years old, Scoreboard is geofenced to only operate within state lines and not on tribal lands.
Users of Scoreboard can register via the Scoreboard app or on desktop. Obviously, the app will feature major professional sports like NFL, NBA, NHL and MLB. In addition, it will include:

- Cycling
- Darts
- Golf
- MLS and NWSL soccer
- MMA
- Motorsports
- Rugby
- Snooker
- Tennis
Bettors can place single-game wagers as well as parlay bets, and they will also have access to in-play wagering. To boot, Scoreboard offers a cash-out option for bettors to capitalize on early payouts or to salvage potential losses.
The Northwest’s lone online sportsbook (for now) is available in the Apple App Store and for download from the Oregon Lottery site for Android users. That is in addition to the lottery featuring a desktop version of its online sportsbook.
How to deposit and withdrawal
The first step in participating in Oregon online sports betting is setting up an account. Also included is setting up a way to fund your account.
After registering for a Scoreboard Play+ account, users can deposit funds with which to wager. The app allows bettors to do so in the following ways:

Users can set limits on the size of deposits, bets and losses.
As for withdrawals, bettors can transfer funds from their “wagering account” to their Play+ accounts. After initial registration, users receive Play+ cards in the mail, which ATMs and retailers that accept Discover card will take them.

While many states launched with and still push promotions, bonuses and rewards, Oregon did not.
That said, lottery officials emphasized that the marketing team is working diligently toward rolling out such incentives.

Retail sports betting in Oregon
Interestingly, the Oregon Lottery was not first to the sports betting scene in its state.
That honor went to Chinook Winds Casino Resort, a tribal-owned casino located in the coastal town of Lincoln City. By Halloween, that retail crowd grew to two sportsbooks, as The Mill Casino & Hotel in North Bend, also on the coast, debuted self-service kiosks.
Several other tribal-owned casinos have expressed interest in opening retail sportsbooks, though the state still only features one brick-and-mortar.
